The game mode is capture the flag. The green guy is a player being highlighted because he's picked up a briefcase (which is used as a flag).
The man laying in the fire is a spy who has died and whose body has landed face first in the fire. The man in the tent is a sniper who is using an taunt (that's what emotes are called in Team Fortress 2). The other two players in the picture are also using taunts.
