The Senator

Here to Make Yomi Great Again is the Senator! A semi-heavy grappler based around his Nanomachine mechanic, where he can build up armour to let him tank through hits or cash it out for dash cancels and enhanced moves to open up his combo game.
He's largely based around the ground game, forgoing long air combos and fancy sky trickery to slam the opponent into the ground and keep them there with chain grabs. The Senator has unique combo routes full of grabs and OTGs, giving his combos a unique flavour.

This is my first mod so constructive (read: CONSTRUCTIVE) criticism is welcomed and encouraged, I'm aware I'm not going to get everything right first try.

MOVESET

NORMALS
NO CONFIDENCE - a quick stomp that gives some plus frames, can give a combo off of an OTG hit
CONFIDENCE VOTE - A far reaching low stomp that creates a shockwave to blast opponents towards the Senator, regardless of which way they're DI'ing.
HARD DEBATE (Air OK) - a medium speed gut punch that's good for continuing combos. His fastest mid-range poke.
FUND RAISER (Air OK) - otherwise known as the Electric Wind Senator Fist. This is a launcher with pretty good travel distance that, if landing the sweetspot, leads to massive amounts of hitstun.
ABSOLUTE MAJORITY - His Guard Break move. A downward dunk punch that spikes enemies off the ground. Grants Nanomachines
IMPEACHMENT (Air ONLY) - A two-footed stomp which spikes enemies into the ground, allowing OTG pickups if low to the ground
APPROVAL FALL (Air ONLY) - a risky all-or-nothing elbow drop which leads to a knockdown on both you and the opponent but still allowing an OTG combo on hit. Grants Nanomachines
APPROVAL PLUMMET - An enhanced version of Approval Fall with better recovery and combo potential. Costs Nanomachines
BALLOT - The Senator's Chain Grab, Ballot leads into either of the following:
SPOILED BALLOT - A pop-up into punt kick which deals heavy damage and grants Nanomachines.
LIMITED BALLOT - A hard knockdown headbutt which leaves the opponent directly in front of the Senator, allowing for OTG combo extensions
ONE PARTY BALLOT - A devastating quintuple headbutt dealing heavy damage and allowing just as much combo as Limited Ballot. Costs Nanomachines
HARD DEBATE - A medium speed gut punch that's good for continuing combos.

OTHER SPECIALS
TOUGH BALLOT - A slower, longer range way into the Ballot Chain Grab, Grants Nanomachines. Can be used from Run-Off
POSTAL BALLOT (Air Only) - An air grab which slams opponents into the ground and puts them into the Ballot Chain Grab state.
DROP BOX (Air OK) - An anti air grab which slams opponents into the ground, allowing for OTG. Grants Nanomachines.
BOUNDARY LINE - A ground explosion that knocks enemies towards the Senator.
BOUNDARY SHIFT- A triple explosion that knocks enemies towards the Senator. Costs Nanomachines to use.
CONVINCING ARGUMENT - a Reversal Body Explosion which knocks enemies away from the Senator. Grants Nanomachines.
PAPER TRAIL - A shoulder tackle that knocks opponents back, or pops them up for a combo if hit on the Sweetspot at the beginning
AUDIT TRAIL - An enhanced version of Paper Trail with better combo potential and some invincibility frames. Costs Nanomachines

RUN OFF
Run off is a movement option which can either be done from neutral, or cancelled from other moves at the cost of Nanomachines.
From Run Off you have the following options:
CONTESTED RACE - A clothesline which leaves opponents in a knockdown state, able to be hit OTG.
DIRECT PRIMARY - A superkick which kills Senator's momentum and knocks opponents back

SUPERS
JINGO BOOST (LEVEL 1) - Grants 100% Nanomachines
BOUNDARY CREEP (LEVEL 1) - A slow moving wall of fire which stops projectiles and makes for a safer approach for the Senator.
GERRYMANDERING (LEVEL 2) - Creates a line on the ground which becomes a massive damaging eruption after a delay. Has a hitbox on Senator's fist at the beginning, confirming the explosion if it hits and allowing it to be a potent combo extender.
AIRTIGHT ARGUMENT (LEVEL 3) - A massive body explosion which deals heavy damage and knocks opponents flying into the air.
SEAT OF OFFICE (LEVEL 3) - An OTG only command grab which deals heavy damage by barraging the opponent with a massive rush of punches.
