It seems like recruits still join even if they get killed in battle. That means the only way to miss recruiting someone is by making skipping or making a mistake in their relevant events (at least in the OCU scenario). Thanks to all the commenters who have confirmed this.

Playthroughs needed per scenario:

• OCU - 1.1 (I'M STRONGER THAN YOU) or 1.75 (for Mobile Weapons)
  
• UCS - 2 (NG+ completion all the way to the end for HEROES DON'T DIE)

The SAKATA'S SHAREHOLDER (Mobile Weapons) achievement can be completed in either scenario. It just has to be on the same save file. That means progress towards the achievement is not shared between the 2 campaigns. If the UCS Secret Mission 5 (U-EX-MISSION-05) does not crash for you upon starting the battle, try and complete SAKATA'S SHAREHOLDER on the UCS campaign (since it requires 2 full playthroughs anyway). Otherwise, do the extra bit of progression on the OCU campaign.

The scenario-specific notes below will only talk about missables and achievement-related tips.

(NG+ Only) As soon as you can travel through Barinden, you can purchase an Innova Mobile Weapon (SAKATA'S SHAREHOLDER 9/12).

(NG+ Recommended) Defeat Driscoll

I'M STRONGER THAN YOU Defeat Driscoll in 2090

Don't let Frederick die in this mission for (RECRUITER 5/17).

This mission is a good candidate for ONE AGAINST ALL because even though you can deploy alone, you can still bait Frederick as you destroy most units on the left. You can focus on the clump of units on the left first. The team of 3 on the right will focus on getting the cargo first and won't attack you until you get close. They'll attack you using a missile once when you do confront them so save before this happens in case RNG works against you.

ONE AGAINST ALL Complete the mission alone

Protect Peewie (one of the supply trucks) because he'll join later (RECRUITER 6/17).

After the mission, visit the Military Ward and then the Arena. Accept Meihua's challenge and win to get another recruit for (RECRUITER 7/17). For some of these challenge-related recruits, you'll only have 1 shot at the duel (such as Kong ) so it's good practice to save beforehand.

Same deal as before. Keep Paul alive as one of the recruits needed for (RECRUITER 8/17). If successful, visit the Bar after the mission and he'll offer to join you.

Driscoll is pretty dangerous in this mission, use high-movement legs because one of the enemy Wanzers will retreat behind Driscoll and only push forward again once Driscoll is ahead of it. Play hit and run until the enemy Wanzer is vulnerable again and then end the mission by killing everything except Driscoll.

After the mission visit the bar for Paul (8/17), then select Find Meihua. Head to the Military Ward and Peewie will finally join (6/17).

At the Grey Rock Bar, talk to Herbert to learn about Alder. Head to Menasa Bar and talk to Alder. Try to hire him and then head to the Arena for a battle. Save beforehand then defeat him in a duel for our 9th recruit (RECRUITER 9/17).

After finishing this mission, go to Menasa's Military Ward to unlock the first secret mission (O-EX-MISSION-01) in the Weapons Depot.

This mission becomes available after O-MISSION-06 - Forest. This mission is only available until you start O-MISSION-08. The target for this mission, Gina, will start running away as soon as you hit any enemy Wanzer through regular attacks/counterattacks. Ignore everyone as you get as close as possible to Gina and defeat her before she can escape for OUTDAMAGED.

Mission Reward: Prototype Clinton (SAKATA'S SHAREHOLDER 1/12)

Defeating this unit for HELL YEA is of course easier on NG+. If you want to do it during your first run, consider equipping everyone with the best rifles and shoulder missiles available to you at this point in the game. Even with some Short weapons stat training, MGs will be very ineffective against the Hell's Wall unit's Frost Wanzers. 1 turn = 1 ally + enemy phase.

HELL YEA Defeat Hell's Walls within the first 10 turns

(NG+ Only) As soon as you can shop in Freedom City, you can purchase a K.O.N.G. Mobile Weapon (SAKATA'S SHAREHOLDER 10/12).

This mission is a good candidate for KABUUM! due to the narrow intersections. The BA mine is placed directly under your unit so step away 1 cell adjacent to it to bait the enemy into one.

Hans joins automatically once this mission is over (RECRUITER 10/17). Head back to Freedom City and save. Head into the arena and pick Yes to challenge Gregorio/Kong. He's weak against Short weapons. If you win, Gregorio will join you (RECRUITER 11/17).

While still at Freedom City, head to the Bar and talk to Bart twice for some extra dialogue with your team. This also unlocks the second secret mission (O-EX-MISSION-02) at Mail River Dam.

This mission becomes available after O-MISSION-08 - Freedom City. It will stay available until you start O-MISSION-19. The enemy Wanzers will make their way to the middle of the map (the dam). Intercept and destroy all enemies that come in waves to get BORDER DEFENDER.

Mission Reward: Clinton Type (SAKATA'S SHAREHOLDER 2/12)

Molly will join after this mission if she survives (RECRUITER 12/17).

After the mission, SAVE and visit Olson at the Military Ward. A fight between 2 Wanzers will occur. Choose to stop the fight and you'll have to duel one of them. After winning the duel, Porunga and Bobby will join (RECRUITER 13+14/17).

Loot the 5 locations below before 10 turns have passed to get BUBBLEGUM CRISIS:

Head to this cell to salvage the Gloster Mobile Weapon (SAKATA'S SHAREHOLDER 3/12).



This mission is also great for training Dodge on a single unit. Tread-type legs work wonders for this sandy terrain so equip one if you want to train dodge. Wedge your chosen unit, preferably the main character, in between the Southeastern squad of 3 enemy Wanzers. Break their legs then dodge repeatedly until satisfied (bring Repairs if needed). NOTE: There are cases when just using (GUARD) instead of the should-equipped shields grants more Dodge exp. If you take insignificant damage without using the shoulder shield, then (GUARD) is recommended). The exp gained will progressively get higher the closer you are to 9999 Dodge exp (the video below shows O-MISSION-13 for the first 25 seconds and U-MISSION-19 for the remainder).


Yeehin will join after this mission if he survives (RECRUITER 15/17).

Past the tent Northwest of the enemy commander, you can salvage a Ziege Rifle. This weapon will help you train Short weapons much faster.

After the mission and checking in at the Military Ward, head to the Arena to challenge Ralph. He will join you if you defeat him (RECRUITER 16/17).

After completing the mission, talk to Olson to get your next task. Re-enter the Military Ward, talk to Olson again, and exit to unlock the third secret mission with Glen (O-EX-MISSION-03) at Fort Monus Residential Area.

You can also now talk to Griff at the Freedom City Bar to get SAFE RETURN. He'll be here until you start O-MISSION-18.

Mission Reward: Seaking (SAKATA'S SHAREHOLDER 4/12)

Use regular Legs (not Hover/Treads) to traverse this area.

Once again, use regular Legs (not Hover/Treads) to traverse this area. Peewie is almost useless here because he's forced to stay on the high ground. DO NOT attack Frederick! The dialogue at the end of this mission will reveal the fourth and LAST secret mission for the OCU scenario (O-EX-MISSION-04) at Karen Valley. Head to Peseta or Freedom City to reach it.

This mission becomes available after O-MISSION-22 - Spirit of Huffman Headquarters (accessed via Peseta or Freedom City). It will stay available until you start O-MISSION-25. Simply clear all enemies to get the NEW SCARS achievement. Don't attack the mobile weapon closest to you until you are ready for the reinforcements it will trigger.

Gentz will join you in this battle to complete RECRUITER (RECRUITER 17/17).

(NG+ Only) At the entrance of the closest warehouse Southwest of your starting location you can salvage a Dragonfang Arm. This arm will help you train Melee weapons much faster.

(NG+ Note) This is the only mission you can't clear with a full Godwit (Hover) team. This is useful to know if you want to speed through the entire campaign on NG+ with Godwit legs on everyone.

After the mission, you'll be taken to Nirvana Institute. You can exit immediately and head to the Fort Monus Bar to talk to Hector (HERO LEAGUE 1/7). There will be 3 chances to talk to Hector to progress the HERO LEAGUE achievement. This is the first chance (Hector 1/3).



After the mission, trigger the next event until you regain control. Head to Fort Monus and visit the Command Room to get your next mission. Re-enter the Command Room to unlock the first secret mission (U-EX-MISSION-01) at the Forest.

This mission is available after U-MISSION-04. It stays available until you start U-MISSION-07. You are to intercept the HAH04 Cassowary. Destroy it before the final checkpoint for CASStOWAYS.

After completing the mission, head to the Freedom Forward Base to trigger a scene and meet Walter and Randy (HERO LEAGUE 2+3/7).

NOTE: Second chance to talk to Hector in Fort Monus Bar

After completing the mission, head to the Freedom City Command Room and talk to Stewart a total of 3 times. Once to get your next mission. A second time to the second secret mission (U-EX-MISSION-02) with Grieg at the Training Grounds. And finally, one last time to unlock the third secret mission (U-EX-MISSION-03) at the Sakata Industries Facilities.

This mission is available after U-MISSION-09 and remains available until you start U-MISSION-13. Defeat Hell's Wall to get IMPOSSIBLE SPARRING. Bring rifles and shoulder missiles.

IMPOSSIBLE SPARRING Win a skirmish with Grieg's team

This mission is available after U-MISSION-09 and remains available until you start U-MISSION-13. Bring high-movement Legs for this mission. Send at least 2 Wanzers to wrap to the left of the building the Supply Trucks are parked at. The rest can intercept from the right. The trucks start moving after a few turns and the enemies will ignore you to go straight for them which is why we wanted the 2 Wanzers to wrap left and impede their progress. You'll get WHATEVER THE COMMAND MAY BE if both Supply Trucks survive.

Mission Reward: K.O.N.G. (SAKATA'S SHAREHOLDER 2/12)

You'll automatically meet Morgan on this mission. He's one of the Supply Truck drivers (HERO LEAGUE 4/7).

Head to this cell Southwest of the map to salvage the Gloster Mobile Weapon in front of this building's entrance (SAKATA'S SHAREHOLDER 3/12).



After the completion of this mission, talk to Stewart in the Command Room to get your next mission. Re-enter and talk to him again to trigger an event upon leaving. This unlocks the fourth secret mission (U-EX-MISSION-04) at the Resource Plant.

This mission is available after U-MISSION-14 and remains available until you start U-MISSION-17. Simply block the North (NW), East (NE), and South (SE) entrances with a single Wanzer to prevent the enemy from advancing forward and proceed to pick them all off. The West (SW) enemy Wanzers won't start moving until after a couple of rounds OR if you get close. Just block and destroy Wanzers as necessary to obtain DEFENSIVE FORMATION.

Head to this cell Northwest of the map to salvage the Algem Mobile Weapon (SAKATA'S SHAREHOLDER 5/12).



You can also get your third and last chance to talk to Hector (HERO LEAGUE 1/7) at the Fort Monus Bar. Talk to him here for the Buren Mobile Weapon (SAKATA'S SHAREHOLDER 6/12).

This is a great mission to train dodge on the UCS Scenario. See the video below (starting around 00:25) for reference.


Head to the Southwest area to salvage 2 important pickups side by side—the Dragonfang Arm (NG+ Only) and a Banyan Mobile Weapon (SAKATA'S SHAREHOLDER 7/12). The Dragonfang Arm will help you train Melee weapons faster.



Head to the Northernmost Hangar to find the Gavel Mobile Weapon (SAKATA'S SHAREHOLDER 8/12) in front of an aircraft.

Head just a bit to the left of Gail, beside a truck, to salvage the Innova Mobile Weapon (SAKATA'S SHAREHOLDER 9/12).



Upon completing this mission, you'll have finished the UCS Campaign and obtained the T.C.K. Assault Mobile Weapon as a reward (SAKATA'S SHAREHOLDER 10/12). Congrats! You'll notice that's only 10/12 Mobile Weapons. The rest can be found through NG+:

• Clinton Type - Freedom City and onwards (Ctrl+F NG+ Only)

(NG+ Only) I've been told that completing this secret mission rewards you with the Gigas Mobile Weapon (SAKATA'S SHAREHOLDER 11/12). Unfortunately, the game has been crashing for me after hitting the deploy/battle button. Thankfully, HEROES DON'T DIE triggers when you reach this battle and not when you complete it. Just keep this in mind since you may need to finish SAKATA'S SHAREHOLDER on the OCU side instead if you experience this issue.
