You probably have to get off of akua first, since there is no faction presence there -- and then build up reputation with a faction to receive missions. I checked a zirax planet and after discovering them the faction menu tells you what you can do to improve or damage reputation with them. I did not spend the time to build up rep, find an NPC and try to get missions. I've never done the missions or the tutorial in the game so I am mostly unfamiliar with it outside of the game files.

Did you check to see if the missions were working properly for you? On my game there was not a list of missions from the factions.

I've checked out Akua a bit more. There are no interact-able NPC's on that planet.
So everything is functioning at it is set up. The Talon on that planet are only warriors on farms, they have no interaction. I did find some damaged cyborgs at tech ruins that do fire on the player, they are not apart of any faction and so the reputation neutrality didn't have any affect on them.

I didn't touch anything else except what is listed in the description. So whatever issues are present are due to the vanilla files of the game. I can check out how to fix it, I am thinking maybe a playfield change to the actual temperate planet and not the moon version. I also am uncertain what, if any, impacts that setting all reputations to neutral would do. Maybe try improving reputation with a certain faction and see if you can interact after you are friendly? We can keep messing with it until it is setup how you like it.

Yes I have seen raptors, parasaurs, lizard mules, butterflies.
But definitely the mission system and Tutorial are not working properly

A brief look at the playfield file shows no spiders for Akua.
The interesting thing is, all of the starter planets are now technically moons.
The list of animals for Akua is: Pangolins, Parasaurs, Talon, AlienBugs, Raptors, Lizard mules and a few other things (butterflies, fish, cyborgs). Have you seen any of those?

I also am not able to interact with any NPCs

I'm not sure the mission system is working properly? I have been going through following the tutorial but no missions or anything are popping up.

Also, I haven't seen any spiders or small creatures since i started.
