That guy's a real menance, pestering you when trying to get around the map and get stuff done. You have to face him many times, or try to hide so he doesn't spot you. In the end I just made sure I was carrying a big fly swatter so I could shoot him from the sky... and then wait for him to come back and harass you some more.
