AI Construction Priorities Reworked T4 Minor Settlements Compatibility Submod

Description
Use this submod in addition to the main mod if you run a tier 4 minor settlement mod. It contains logic tweaks to allow for some more building categories to be made in minor settlements since they can reach tier 4.

If you run into compatibility trouble with a T4 Minor Settlement Mod let me know. I primarily test using The Great Settlement Battle Overhaul and have made it so that the mod should not crash if you load it with another T4 Minor mod, but if you see something weird like a settlement not being able to be upgraded to T4, or the T4 upgrade cost is 99999, give me a shout.

I can barely keep up with what I've committed to already. If you can find someone who wants to make a T5 submod, I can link it on the main page, but I can't commit to one at this time. Super sorry!

Update: More rule tweaking to allow Bretonnia to upgrade barracks that it starts with while not making new tier 1 barracks.
