A couple of steps:

1) You need at least 2 t6 ships, and 3 t5 ships. (mine set-up was 3 Galley,2 Pinnace)
2 ways - create them (F2P) OR buy them through Auction (P2W).
3 way - conquer, is possible,but not recomended, becouse you could spend a lot of time to conquer other ship. For comfort i recommend to have 5 t6 ships.
2) Go to West Coast Africa.
3) Find ARGUIN (African West Coast)
4) Sail to ARGUIN
5) Buy GOLD here.
6) Create Auto-Fights (40) with pirats only, near ARGUIN to achieve EXP through gain fights LVL
WARNING! Here 20-35 lvl pirats, so make sure that you have prepared squad to deal with them.
7) Wait until Auto-Fights (40) over.
8) Set sail back again to ARGUIN
9) Sell not profitable Goods that you acuired by fights
10) Buy GOLD again.
11) Repeat to 24 lvl.
12) Set sail to any capital (i preffered LONDON,becouse i created ships here) and SELL all goods.
13) PROFIT = You have 24 lvl + 1 mln.


Short-cut:
you could do it fast, by create a lot (200) of auto-fight, and going to sleep without exit game.
In the morning you will have tons of EXP and Goods,
but you could lost some trade goods,or lost some battle,
so progress could be stoped before you gain 24 lvl until you wake up.
