Load up a single player game on the map Benny's Burger Bar. I recommend you play it on long mode that way you have enough time to get the achievement.

Making The Burger

First you want to take out everything from the fridge and cook and slice it (All items should be enough but note that you need over 20). Then you need to grab a plate and put a bun followed by every other ingredient except for other buns. After that put the top bun on the monstrosity and take an order. Bring the plate to them and give it to them. The customer should say "This isn't what I ordered" and the achievement should pop.

how come people dont know how to wash dishes or make a hotdog they are the easiest thing to do in the game

You don't actually need to use everything in the fridge and whatnot let alone cook and slice it. All you need is 20 items on a plate and serve it. You also only need 20, not more than that. You can if you want, but it just needs to be 20 OR MORE.

What I recommend is go to the same map and do this.

1) Buy one cheese (and anything else if you want to spend all your money)
2) Wait for the cheese to come
3) Take the 2 pieces of cheese you got from the box along with the 2 you start with
4) Put all the cheese on one plate
5) Cut/slice all 4 cheese chunks and put all the cheese on the plate
5) Serve it to a random customer and get the achievement.

One chunk of cheese when cut is 5 smaller slices. With basic math, cutting 4 chunks will give you 20 slices. That will be just enough to get the achievement.
