Balanced AI Caravans

Normally, the AI sends out caravans worth up to 50% of their treasury right from Turn 1. This results in an early game wave of caravan spam worth anywhere from 65K-100K (depending on how much post-battle loot your faction gets). This amount trivializes the early game of any faction that starts along Cathayan trade routes.

This mod lowers the amount the AI will spend down to 20% of their treasury. To compensate, this mod also allows AI caravans to carry a maximum of 3000 cargo, 50% up from the default 2000.

All of these changes combined means late game caravans will be worth far more but early game caravans will merely be a tasty snack. The trade-off is that late game has far fewer caravans, since in all likelihood only Miao or Zhao will be left standing.

Should be compatible with everything, unless some other caravan mod changes how the AI works, but to my knowledge no other mod touches the variables in this mod.
