It is a plugin as better phrased, you will need to download the plugin loader for SE it is not hard to install in fact I'll give you the link to it;
https://github.com/sepluginloader/SpaceEngineersLauncher Go on here and follow the instructions below the installation caption. You will need to launch SE from SELauncher(basically what you're installing) when you want to use plugins, it will have a distinctive cog on the logo.
After you've completed the installation launch the game via SELauncher and you should have the "Plugins" tab in the main menu now you'll find the multigrid projector there.
I know it sounds like too much work for very limited use cases but there are many plugins that ease your gameplay too

So just make a little video or something what you see because right now no, you CANNOT use this in a survival scenario. And no you CANNOT build it.
