Introduction
Note: This guide was created using the 1.0.0.0 version of the game. If you are playing on a later version, the contents of this guide may be incorrect.

This guide lists out all of the items that are guaranteed to be obtainable during your playthrough of the game. This is opposed to drops that are randomized. You can obtain items throughout the game in the following ways:

  1. Breakable containers, drawers, lockers, etc. with randomized loot.

  2. Breakable containers, drawers, lockers, etc. that you think are randomized, but aren’t.

  3. Finding items in fixed locations.

  4. Collecting items from defeated enemies.

Since it’s impossible to make a guide regarding #1, this guide focuses on what is obtainable from the other sources.

The game world changes a little bit depending on whether or not you’re playing on Assisted/Standard or Hardcore/Professional. This guide is focused on guaranteed drops that you can obtain while playing on Hardcore/Professional. Please see my other guide for drops obtained on Assisted/Standard:

Drop Mechanics

I can’t claim to know the exact mechanics regarding how drops work without access to the game's source code, but over about a dozen playthroughs, I think I can make a few educated guesses on how it works.

Randomized Loot and Crafting Are Core Features of Gameplay
Modern Resident Evil games rely heavily on randomized loot. The game runs some sort of algorithm once you break open a container, open a table drawer, etc. that attempts to give you something which you actually need. For example, if you’re equipped with only a pistol and are running low on Handgun Ammo, the algorithm is aware of this and is more likely to provide you with Handgun Ammo the next time you break open a box.

Additionally, crafting is another feature that is heavily relied on in the newer Resident Evil games. Throughout the game, you can collect Gunpowder, Resources (S/L), Herbs (Green, Red, Yellow), and knives which can be combined to create ammunition, grenades, and powerful healing items. To use our earlier example of only having a pistol and being low on Handgun Ammo: the algorithm may instead choose to give you Gunpowder or Resources (S) so that you can craft the ammo yourself instead of just outright giving you the bullets. That may seem stupid at first glance, but it actually leads to flexibility – perhaps you’d rather grab your Shotgun out of storage and craft some Shotgun Shells instead. Crafting resources give you options whereas a Handgun Ammo drop is more limiting.

The Algorithm
I wish I could tell you exactly how it worked, but here’s what I think it prioritizes in order to determine what to give you:
  1. Things you desperately need (for example, a Green Herb drop when you’re low on both healing items and health).

  2. Items based on your equipped Attaché Case (for example, having the Silver Attaché Case equipped will entice the algorithm to make loot boxes drop Handgun Ammo whether you actually need it or not).

  3. Pesetas, Velvet Blues, and Spinels.

To try to figure out how the algorithm works, I conducted an experiment. I used a mod to give myself a billion pesetas, full stacks of every kind of ammunition, and a bunch of grenades, knives, and healing items. I wanted to see how the algorithm reacted when the player already has everything they could possibly need. I also used another mod to remove the effect given by the Attaché Case to see how the algorithm was affected by that. I then killed El Gigante in Chapter 4 and broke open the boxes in the arena twice, using two different Attaché Cases (Silver for increased Handgun Ammo and Modded with no effect) for each attempt. These were my results:
  • Silver Attaché Case: every breakable container gave me Handgun Ammo, even though I already had hundreds of bullets and didn’t need them.

  • Modded Attaché Case: every breakable container gave me nothing. Not even pesetas!

Having the Modded Attaché Case just flat out give me nothing was a bit surprising since I figured the game would at least give me some money, but no. That leads me to believing that randomized loot crates come in three different varieties:
  • Strategic Boxes: these boxes only give you what you need (ammo, gunpowder, etc.), and if you don’t need anything, it defaults to giving you what your Attaché Case is focused on.

  • Money Boxes: these boxes only give you Pesetas, Velvet Blues, and Spinels (you can usually find these near the Merchant).

  • Mixed Boxes: these boxes give you a mix of both.

Since the developers scattered boxes around the arena during the El Gigante fight with the intention of giving you what you needed to make it through the fight, I’m guessing they were marked as “Strategic Boxes” with no possibility of dropping money or treasure.

“Randomized” Drops Aren’t Always Randomized
The developers of this game are very clever. When I first played the game, I thought that all breakable containers were randomized and that all items found in drawers, cabinets, etc. were fixed. I thought the latter was true because I ran through the intro a few times and noticed that a Green Herb could always be found in the cabinet in the Hunter’s Lodge and that Handgun Ammo could always be found in the table drawer not too far from it. I then began creating this guide by writing down all of “guaranteed” items I found in cabinets and drawers.

About midway through the game (a legit run on Professional difficulty), my eyes were violently opened to the truth. After getting my ass beat by the Garrador in Chapter 7, I was making my way back to him, collecting loot I had previously obtained along the way. I happily opened a cabinet (which I had wrote down contained Handgun Ammo earlier) and found…Gunpowder. It was this cabinet specifically:


Let this cabinet forever be known as "Shoobadoop’s Lament" for it was here that I learned that all of the data I had collected was useless and that my day was thoroughly ruined. This revelation was an extra kick in the nuts because there is another cabinet close to this one which always has a Yellow Herb inside of it (which further reinforced my belief that cabinet loot was always fixed). I had no idea that the game placed certain items inside of specific cabinets while allowing other cabinets to be randomized.

What about breakable containers then? You may be thinking that those are all surely randomized but – surprise! – they’re not. For example, after you leave the Church in Chapter 3 and start heading towards the Quarry, you will come across a building that a Molotov-wielding Ganado is standing on top of. Inside the building is a table drawer and a breakable container, whereas on top of the building is another breakable container. Every single one of these is a guaranteed drop. The drawer will always contain 3 Gunpowder, the box inside the building will always contain a Viper, and the box on top of the building will always contain a Hand Grenade. The data contained within this guide was the result of multiple playthroughs in which I wrote down every drop I received in painstaking detail in order to determine what was randomized and what was guaranteed.

Fixed Drops Always Contain the Same Quantity
Another interesting thing I learned throughout the creation of this guide was that all of the items found in fixed locations (for example, Shotgun Shells on a shelf) always had the same quantity. At first, I thought these items would be fixed (i.e. there would always be Shotgun Shells) but that the amount would be randomized so that people playing on lower difficulties would receive more whereas harder difficulties would receive less. However, this isn’t true – if you find 3 Shotgun Shells on a shelf while playing on Assisted difficulty, you will also find 3 Shotgun Shells while playing on Professional difficulty.

This Guide Isn’t Perfect
As much as I tried to determine every guaranteed drop, there is one thing keeping it from being perfect: Pesetas. There are breakable containers which I’m sure drop a guaranteed amount of Pesetas because I know that at least one exists – soon after you escape from the Hunter’s Lodge, there is a barrel which always contains 150 Pesetas. However, there is no way that I’m going to break open every single box in the game five times over just to make sure it drops the same amount of Pesetas. I was crazy enough to try though – I did this for every box in the Village once. I was sure that one box always dropped 400 Pesetas, but on my fifth try (i.e. loading the save from the Farm, running all the way back to the box, and breaking it), it dropped 500 Pesetas. Afterwards, I gave up on trying.

However, there are a few locations which I know drop or contain a set amount of Pesetas and I’ve included them in the guide.
Difficulty Setting Differences

Even though fixed drops always contain the same quantity, there are some differences when playing on different difficulties. Here is what I've noticed:

  • Chapter 4, near Fish Farm: The Hexagon puzzle is different.

  • Chapter 5, Village Square: A Hammer Brute appears on Hardcore/Professional but not on Assisted/Standard.

  • Chapter 7, Treasury: The layout of the room is different with more shootable medallions appearing on Hardcore/Professional.

  • Chapter 7, Audience Chamber: The layout of the top floor is changed and features different shootable medallions on Hardcore/Professional.

  • Chapter 8, Bindery: The layout of the items in the room are slightly different. On Hardcore/Professional, you can find 1 Velvet Blue contained within a glass container whereas on Assisted/Standard, you will find a puzzle piece instead (Lithographic Stone D).

  • Chapter 9, Library: The clock puzzle is solved differently.

  • Chapter 9, Mausoleum: The layout of the room is changed to make the area less maneuverable for Ashley to get through on Hardcore/Professional.

  • Chapter 12, Dock: After the Salazar fight, you will be attacked by two Armaduras on Hardcore/Professional whereas these guys are out taking a smoke break on Assisted/Standard.

  • Chapters 13-14: All of the electronic lock puzzles are solved differently.

  • Chapter 14, Facility 2: The red arrows on the doors which must timed correctly with Ashley’s assistance move faster on Hardcore/Professional.

  • Chapter 14, Cargo Depot: During the wrecking crane battle, a second Brute appears on Hardcore/Professional but doesn’t on Assisted/Standard.

  • Chapter 14, Specimen Storage: The first enemy you encounter is a Regenerador on Assisted/Standard but is an Iron Maiden on Hardcore/Professional (either one still drops an Emerald though).

  • Chapter 15, Sanctuary Approach: A second J.J. can be found wandering outside the buildings on Hardcore/Professional but not on Assisted/Standard.

I may have missed one or two differences (let me know in the comments), but that’s pretty much the gist of it. It also goes without saying that enemies are tankier, more aggressive, and occasionally more numerous on harder difficulties.

Unfortunately, since some elite enemies do not spawn on lower difficulties, you’ll miss out on some loot if you play on Assisted/Standard:

These differences made determining the optimal gem combinations to use on treasures for my Treasure and Gem Combination Guide a huge pain in the nuts (by the way, you should go check that out!).
Guide Structure

Since there’s so much data to include in this guide, I’ve had to structure it creatively to fit within the confines of Steam’s hilariously small character limit that they allow per section.

Each section will be based on specific chapters and will contain a list of items in the order in which I picked them up in. Afterwards, I include the total count acquired for each item.

Regarding the ordered item list, I tried my best to denote locations by their name found on the map or the name given when you save at certain locations, but sometimes I had to improvise. For areas between major map points, I put a “↔” symbol (for example, “Hunter's Lodge ↔ Village Square” means that you can find the item between those two locations).

The headers for this table are as follows:
  • #: the order in which I collected the items. Note that this is my order – lots of areas are pretty big so the order in which you find them may be slightly different.
  • Area: the area of the map in which the item can be found. Like with "#", this is the order in which I traveled to them. For most of the game, the areas are aligned linearly but there are some large areas (like the Lake) which offer multiple locations to visit and can be approached in a different order.
  • Location: where the item is (a cabinet, breakable box, dropped by an enemy, etc.) This is explained in more detail below.
  • Type: a self-appointed category for the item. Also explained in more detail below.
  • Name
  • Quantity (Qty): how much of the item you receive. If the cell is blank, that means you get 1.
  • Notes

Sometimes I’ll consolidate items into one row in order to save on the character limit. For example, you can obtain 6 Vipers from the Fish Farm in Chapter 3. Rather than list them all out individually, I just made one record and said that the Quantity is 6.

Locations
As previously stated, each item has a Location which tells you where you can find it (either specifically or generally). These are the most common Locations you’ll see:
  • Area (these items are out in the open – no need to break open a box to find them)
  • Bird Nest
  • Breakable (yellow box, barrel, vase, etc.)
  • Cabinet
  • Case (a briefcase)
  • Chest
  • Crow (shoot the bird, win a prize!)
  • Drawer
  • Dumpster
  • Enemy_[name] (the enemy you need to kill in order to get the item)
  • Glass (denotes that the item is behind glass that must be broken)
  • Lamp (a metal lamp hanging from a wall or ceiling)
  • Locker
  • Wall Cabinet (like a cabinet, but on a wall)
  • Water (denotes that the item can be found in water, like a fish)

I also mention these Locations which are unique or require a key item to open them:

  • Chandelier (only appears in the Wine Cellar during Chapter 8)
  • Corpse (an item that you must interact with a pre-placed corpse in order to retrieve)

  • Inventory (the items you start with at the beginning of the game)
  • Puzzle (denotes that a puzzle must be solved in order to acquire it)
  • Refrigerator (only appears in Utilities during Chapter 13)
  • Stove (only appears in the Village Chief’s Manor during Chapter 2)

Types
As for Type, this is just a simple designation so that you can see all the types of items you can get during each chapter without just relying on the name. Here are the Types that I've come up with:
  • Ammo
  • Case (an Attaché Case that you can buy from the Merchant)
  • Crafting
  • Currency (Pesetas, Tokens, Spinels)
  • Gem
  • Healing
  • Key Item (unique items that are used to open things or are used during certain sections, like the Wooden Planks during the Villa fight)
  • Map (a treasure map that you can purchase from the Merchant)
  • Part (accessory that you can attach to a gun)
  • Recipe (a crafting recipe that you can buy from the Merchant)
  • Ticket (an Exclusive Upgrade Ticket)
  • Treasure
  • Upgrade (like a bigger Attaché Case or body armor)
  • Weapon

To be fair to people without the DLC, I’ve given DLC items their own Type. I prepended them with an exclamation point to call them out more visibly:
  • !DLC Currency
  • !DLC Gem
  • !DLC Treasure

Merchant Items

Before we dive into the chapters, I figured it would be a good idea to discuss the Merchant. If you exclude the Exclusive Upgrade Tickets and weapons upgrades, all of the Merchant's items are purchasable and technically "guaranteed". I have not included them in my chapter item lists though because every player has to decide what he or she actually wants to buy from the guy.

The Merchant offers three types of items:
  • Consumables
  • One-time Purchases
  • Unlimited Purchases

I use these table headers to organize the items:
  • Chapter: the chapter in which the item is available for purchase
  • Type
  • Name
  • Pesetas: what the item costs in Pesetas
  • Discounted: what the item costs when it is discounted (see "Method" below)
  • Spinels: what the item costs in Spinels
  • Method: the method in which you can acquire the discount (either the chapter in which the Merchant offers a one-time discount or by using a Charm)

These items are a little weird:
  • Resources (L): available for purchase during each chapter, starting at Chapter 7. The Merchant holds up to 3 of these in reserve. If you put off buying these, be sure to buy one once his capacity is reached in order for him to put another one in reserve during the next chapter. For example, if you don't buy one in Chapter 7 (1/3), 8 (2/3), or 9 (3/3), he will show 3/3 for Chapter 10, not 4/4, meaning that you essentially missed out on being able to buy one of these items.

  • Resources (S): available for purchase during each chapter, starting at Chapter 10. Like Resources (L), the Merchant can hold 3 of these in reserve.

  • First Aid Spray: available for purchase during each chapter, starting at Chapter 2. Its price depends on your difficulty setting. The Merchant holds none of these in reserve, so if you don't buy this item during the chapter, you miss out on ever being able to acquire that chapter's version.

  • Rocket Launcher: available for purchase during Chapter 4, 7, 10, 13, and 16. Its price depends on your difficulty setting. I'm not completely sure (still need to do some testing), but I think that you're unable to buy another one until the first one you purchased is used. I'll update the guide when I know for sure.

@info - Sorry for the lack of detail on that part. All of the weapons, attachments, recipes, etc. that the Merchant sells are exclusive to him. The only exception is if you miss picking up a free weapon/attachment in the game world during the chapter that it's available in. For example, if you don't pick up the free CQBR Assault Rifle in the Library during Chapter 10, he'll sell his own version of it starting in Chapter 11 so that you don't miss out on being able to acquire it during your playthrough.

isn't the main reason people look at guides like this to find things that *only* the merchant sells and can't be found in game and vice versa?

and exactly that information is not given... or presented in a way to makes it completely unclear...

the biggest issue in games like this is to me at least that I may buy something and spend half my money on, only to find it around the next corner with zero resale value. THAT is what drives me nuts and that's why I check out guides.
please make it clear what is what. your guide is written for people who already know everything about the game anyway or are interested in statistics without gameplay value.
