Replaces the bullet impact effects with new lua based effects.

Features
- Epic effects
- The effects have different sizes depending on ammo type (optional)
- They can emit dynamic light (the amount can be tweaked)
- Flesh impacts (optional)
- An option that allows you to scale all effects to your liking
- Can be turned on and off anytime
- All options are clientside

They can be quite impactful (no pun intended) on the performance, lowering the scale can help.
