That's the blueprint for a generic Rotating Printer.
Is just a advance rotor link to a cargo from one side and to a conveyor arm to the other side where welders are built. To cover a better area, it's asymetrical: meaning that, instead to have 1 central welder and X on left and X on the right, you have 1 central welder, 1 on the left and x on the right.

All the fixed part of the building has a double layers of glass (one placed on top the other) in order to screen out new printed blocks preventing to compenetrate (double layers is required cause some modded blocks pass through one layer).
So, just put the rotor in rotation and toggle on the welders, and you have a rotating printer.
