It is pretty use to mod housing quality, though. For this mod, go to your steamapps\workshop\content\784150\2960779969 and open each "tenement" folder and then edit the "$QUALITY_OF_LIVING" value in each "building" text file. The same procedure (but in their own specific folders) will work with other mods. If you have any doubts please feel free to ask!
Finally, my most downloaded mod is the one with the houses with even lower housing quality, so I think that the overall "small" popularity of my mods is just due to the fact that most of the player base consists of europeans who are already contemplated in the vanilla game and in 99% of the mods in the workshop. That's perfectly understandable and I'm ok with it (I was also a modder of Latam buildings for Sim City 4).

Currently I'm finishing some shops and civil service buildings, but higher quality (80-100) is on my roadmap.
I'm not considering increasing the housing quality of this and other cheap housing. To be clear, in my opinion, the vanilla buildings housing quality is weird... pretty much every housing has around 90%. If all the buildings share this same stat, then what's the difference between them, besides aesthestics? That's my intent with my mods! Make the difference between cheap and expensive housing have a real impact on gameplay! Sure, you can give well-off apartments to everyone, but this will cost a lot. On the other hand, if you want an affordable housing project you will have to accept some unhapiness.
And also, frankly speaking, even with minor improvements, no one is gonna be have a confortable life living in a 40m2 flat with a family of 3 adults and God knows how many kids and elderly people.
This is such a beautiful work! What a shame they have such low housing quality! I don't use any of your mods because of the low housing quality. A very important game metric is to maximize citizen's happiness and these constructions play heavily against you as player. I would guess the low popularity of your LATAM series is because of that.
Besides (a fellow LATAM inhabitant here) in my experience, housing quality in LATAM is highly improved by doing small modifications to the building such as air-conditioning, better flooring, better painting, better-looking windows and doors, and appliances. As long as the building is built with good foundations (sturdy walls and roofs), the housing quality is low because its inhabitants are poor, not the other way around. Unfortunately, the game does not account for this, so you are stuck with low housing quality.
