Go to the Properties of the game and go to Launch Options, you may have to type something here and you do, type -screen-width 1280 -screen-height 720 in the Launch Options. And now you're good to go!

"just buy 4090" mfs when they learn that you need a good cpu otherwise gpu literally doesn't matter (i have a 3rd gen i5 so a 4090 for me literally wouldnt change anything)
