That being said I've seen some wild stuff occur with the AI with my AI mod. The changes that you otherwise describe are addressed in that mod, except diplomacy, and your suggestions (if not already implmented to some degree) are implemented there. If you are using the mod let me know, and I can make some tweaks. I did already configure the AI to give a greater consideration to easier targets so that they suicide less.
I did reduce agent view distance substancially relative to armies, logic being that it is an individual or a small entourage as opposed to an army which will have a screen of scouts and foragers for miles out.
