For anyone struggling to find it:

Subscribe, fully restart your game. For some reason it won't work if you don't (what i mean is, close and let it sit for a good 30 seconds)

Then, pick a car you like, open up photo scene. I suggest picking the white mirror level
Turn ground snapping off, its to the left. Then spawn in a prop of your choice, you should find the category at the bottom of the prop spawn list

Only thing that would be awesome if you could customize it is the colors on display case, like ability to change base (lets say a wood base) or top emblem to silver or black...

too bad you cant scale the cars in photo scene, would be cool to have a larger display case car and smaller "pocket wheels" version next to it, I guess thats what photoshop is for.
