This is completely legal, and the FBI won't raid your home for this.

This isn't pirating in anyway, I've done some testing with other games, and redirects to the store page.

This way can be used to download few games that have been completely delisted/removed from steam in the past.

Ex. Streets of Kamurocho (a free game released by SEGA for a limited time during their 60th anniversary celebration. A Yakuza spin-off based on the first level of Streets of Rage 2, a arcade side-scroller beat'em up, where you can play as Kiryu, Majima, or Ichiban)

I don't know the complete reason why this works for some games and doesn't with others. I'll will not question Gabe Newell's will.

Also, I'm posting this as well, to spread the word to others. So they can enjoy this game with the Steam Dashboard.

Step 1: Have Steam open.
Step 2: Be on Windows. (No clue for Mac or Linux or if it is possible for them).
Step 3: Press Windows Key + R.
Step 4: Paste "steam://install/427920" (without quotes "").
Step 5: Steam Install window will appear.
Step 6: Confirm install.
Step 7: $$$
