DIFFICULTY: 3/10 (Assuming you reach her before she meets with the Soldiers)
GUARDS?: Around her at all times after the first 2 minutes. She is completely alone until then!

Great Lore and Dialogue, however when it comes to gameplay, there are far too many guards to make any sense. Getting to her before she meets with the Elite Soldier is the best way to deal with her by far, as isolating her once she starts wandering around the market areas is next to impossible as she will have FOUR Soldiers following her. I feel like this target is only doable if you can reach her in the first 2 minutes of starting the level. Not a fan of the massive "penalty" for not reaching her fast enough! Luckily you can easily reach her by entering the Headmaster's area via the pipe facing the school. (I will label this on the map) The best disguises for this method are the Waiter or Elite Soldier. Just head up the pipe and ledge-walk around to the headmaster's area once you have one of those disguises, then prick her in the back with a lethal syringe. Do NOT hesitate as once she meets with the Soldiers you are pretty much screwed!

LOOP MAPS:
(She starts on top of the building where you can find the headmaster in the "Gilded Cage" Story mission. It is close to the school)
Level 3:
NOTE: The Purple Circle indicates a balcony that you can push her over (If she is leaning on it). This will count as an accident kill!

NOTE: The Orange Circles indicate locations where she idles for a little while.
NOTE: The Black Cross indicates where I stopped following her.

Easily one of the worst Elusive Targets I have played. Much like the Sensation ET, your freedom of approach here is almost non-existent. Vito is constantly surrounded by guards and does not move away from his spawn area. He doesn't even go near any accident kill areas like a gas tank, oil barrel or puddles.
The only way that I have found to be effective is the start in the Parking Garage (Consulate Building), Find an Angle on him to shoot him with the Sieker1 and then get a soldier disguise so you can travel to the bin where he will be sick in without being spotted. Then just wait until no guards are looking and prick him in the back with a Lethal Syringe. The closest exit by far is the Consulate car, HOWEVER you will still need to find the keys for it. They are located on level 1, inside an office in the consulate building. I will show its location in a map below.

GUARDS?: There is 1 guard and a few NPCs around Phillip himself but none around Martha.
RANDOM LOOP?: Nope

MY RATING: 7/10
An interesting target with creepy Lore and an interesting side objective. However he barely moves from his starting location and the only real way to exploit his Loop is to Poison his Glass of Whiskey. (Shown below) Otherwise you will have to pacify the Npcs around him in order to have better access.
The side objective is pretty lackluster in my opinion, her loop is tiny and the only part of it that you can exploit is by poisoning her wine with Sedative OR Emetic Poison (Dress as a waiter to do tihs action without getting in trouble)
The best way (That I have found) to pacify and safely retrieve the files is by simply finding an angle on her with the Kalmer Tranq gun and shooting her so she drops the Tablet on the ground.
Then simply run past her and pick it up, don't hang around or Guards will get suspicious!

Level 3:

If poisoning Phillip's Glass, make sure to poison the one on the left!

Level 1: Martha's Loop inside of the "Shisha Cafe" (The Purple Circle indicates the wine glass she drinks from at the bar.)

By completing any of the mentioned targets above, you will unlock the
"Summer Suit with Gloves"
However you can NOT obtain this suit by beating any of the mentioned targets in
"Elusive Target Arcade" as it is a separate game mode with its own rewards.
