Vehicle Recycling(Fix Propane Need)

基于mod <Vehicle Recycling> 修改而来。由于该mod长久没更新，目前游戏内的丙烷最大值是10，和mod的最大值100已经不匹配了。
改了改让它能够正常工作。以后发现啥问题的话我也会继续改改看。
