The vehicle only spawns at the start of the game, not the character. I haven't figured out how to reset it per chatracter.
Perhaps. The modded vehicles use the vanilla heavy duty car battery. You can find the IDs in the wiki: https://pzwiki.net/wiki/Car_Battery
Maybe is not a problem with your mod but with the original mods of the modded cars. I tried to spawn in those 4 cars manually and all still had 0-1%. You could contact the admin KI5 and maybe ask him if he knows bout that issue?
There are multiple battery types but only the generic one is accessible through the code. They probably need to be manually found by their ID to fix the problem forever.
The workaround: Spawn the Heavy Duty Car Battery with the following command: /additem "Base.CarBattery2"
You will get a battery with 100% and can replace the lower one in the car.

Those sandbox settings should not matter. If you're respawning with another character, it won't work, that's a known issue. Otherwise, it might be a mod conflict, check your debug logs and do A/B tests
