Extended Under Player Circles

The popular party game feature, brought to Garry's Mod!
I thought some things were missing from other versions of this, and I'd still like to add some features.

• Client-sided rendering of player circles
  
• Circles inherit your player color!
  
• Client-side circle textures
  
• Dynamic light that inherits your player color
  
• Circle status, light status, and circle radius can all be changed and disabled by the server.
  
• 14 UPC textures, 13 of them custom

extupc_menu
--opens the menu that allows you to change the texture of the UPCs

extupc_radius
--server only, 0-inf, changes the radius of the circle

extupc_enabled
--server only, 0/1, disables or enables the UPCs

extupc_light_enabled
--server only, 0/1, disables or enables the dynamic light
