The format for this is very strange... it must be copied EXACTLY with the spaces, ;, and " or it will not work properly. These commands also must be run EVERY TIME you start the game and from the MAIN MENU ONLY! This WILL NOT work by typing commands during the game!
I will use <> with a description inside to indicate an area that you will replace with your own values and provide a full example.
There is NOT a closing " in the command.

Example:
In this example, all diagonal directions on the chat wheel will not purchase anything, only cardinal directions. Up will purchase bump mines, right will purchase a knife, down will purchase a medishot, and left will purchase armor.
Note: the <any string> appeared as a radio chat in an older version of the game, but this no longer works... so you do not need to be descriptive like in the example. These buys will not show up in chat.
