Asteroids dont always spawn in starting sector - mining is optional here.
If you want guaranteed asteroids in starting sector, create new game with one of seeds provided right above here ( Starting Sector Seeds ).
If you have "Hidden Resource Asteroids" tweak, then you need mining upgrades on your ship.
Some generated/faction pack ships can have issues with jump energy, or energy in general.
You can easily counter it with non-permanent upgrades( available at Shipyards, Repair Docks ), those can be removed safely at destination.
You can consider it a random challenge for that mission. ( There's a reason someone pays to fly a ship ;D )
Do you have any other mods that could conflict with spawns/bosses ?
All Xsotan quests should work the same, and if there's no health bar in boss fights, that means there's something wrong.
As for difficulty, they are a bit harder than vanilla, but yeah.
Not sure if I should buff them up or not.
Trading Stations sell modded turrets and upgrades
The weapons are indeed available at trading posts, but i cant find any in the turret factories, i cant make them myself unless i create the blueprint from a turret i already own, but that way i cant increase any stats on it.
