Step-by-step instructions
The main trick is to place a roof over the bottom part of planned stairs before placing the stairs, and to place a roof over the upper part of the stairs after placing the stairs.
1. Place foundations but keep empty blocks for stairs
2. Place roof over the lower room
3. Place stairs, their top platforms fit the empty blocks
4. Place roof over the upper room
5. Place walls around rooms and where rooms connect
6. Done, multi-level rooms are fully closed
7. Optionally, you can add a wall, and...
8. ... place doors or doorways

What is the point? You gain nothing from having rooms like this. The point of a second level is to duplicate the floor area without duplicating the foundation area. SMH

Are the 2 foundations at the top of the stairs considered "Inside"? It looks like they're being illuminated as if they're only considered "Under roof".

@EradicationGod, the reason for this tutorial is to help people understand how connect rooms on different levels with stairs, and still have the rooms fully isolated and closed. It's not trivial due to restrictions when placing roof in wrong sequence. There were several questions about it.

I just noticed there were different floor levels, and that I've wasted a LOT of stone by building it at height 9! Maybe it's good for protecting the house, though? The high foundation is like walls on the outside. But now I want to place a room of height 3 next to this, so it's the opposite order of your example. I'll figure it out. Or I'll build it a bit away and take down the first floor, come to think of it. All that stone. Thanks so much for posting this. Nice knowing about the stairs and all.

Nice try buddy, but multi-level means a 1st floor and then a 2nd floor on top... This is basically two joining rooms with height offset... lol

for land levels, when you build for your first floor, if you need to match an extension to the same height, start from the existing floor height on at least 1 block floor, and cross over to the terran and the foundation will match the same height as the 1st floor. The foundation will raise high to match the height that way

I generally agree. Sometimes, land level pushes you to have rooms on different levels. And sometimes it is for decoration purposes.

Nowadays, just build a roof with a higher level floor. Then bolt on another with a lower level floor. Then just build stairs. In all honesty, is it worth it? Might as well just have everything at same level and hope that at some time in the future we will be able to build a room directly above another.Until then all we are doing is using the same ground area.Nice guide though.
