If you see a black screen with an in-game mouse cursor and can't run the game try to:

1. Delete SteamOverlayVulkanLayer64.json in Steam folder.
2. If it is not working fine, try to run it on NVIDIA driver 446.14
3. Ensure you have enough disk space.
It worked for me.
