Like every year, the Steam version only downloads the commentary language configured in the game language option in Steam. Adding more languages is usually done by modders, but they're not working on eFo yet so no easily accessible CPK files to import.

As it's a rather simple process, but requires understanding the game files, you can do it yourself. Luckily Steam helps you with this task. Here are the steps to get Spanish commentary:


Right click on the eFootball 22 icon in your Steam library.

Click on Properties.

Select the language tab and choose something other than English (e.g. Spanish).

Steam will now automatically download the audio and menu language files for the Spanish example.

Go to your C:\Program Files (x86)\Steam\steamapps\common\eFootball\cpk and Sort by date modified: this will show you what files were changed.

Create a new folder and name it after the new language.

Copy the new files to that folder and don't close the window.

Start again with steps 1 to 4, but this time select English as the language.

Now Steam downloads about 2GB, and deletes the previous languages installed.

Go to the contents of the folder you created and drag them into the C:\Program Files (x86)\Steam\steamapps\common\eFootball\cpk folder.

Open the game and, in the Game Settings > Language section you will now have both new menu languages and commentary languages.
