Disable Overclock
I get crashes if i use MSI Afterburner while playing some games, and with Fifa 23 to. I would suggest disabling or closing your overclock software.
Edit your GPU settings
I use a Nvidia MSI 970. I can access my GPU settings from NVIDA Control Panel on my taskbar as a shortcut or by searching for the program.

These settings are universal and superseed any settings you have in your games. You can improve graphics by increasing settings in the program.

In this instance we shall turn on Vertical Sync and change the setting to On.

You can also set your Max/desired FPS as well from a setting further up the page. I set to 75FPS as this matches my monitor's refresh rate.

I average 60-75FPS during gameplay but can drop to 30FPS during match openings.

Edit your in game settings
My system meets the game's system requirements but my hardware is generations older. I set my settings to low as med can get choppy during cutscenes. Test these settings untill you get good performance for your rig.

Set the frame rate setting to No Limit To fps. This gives full control of the setting over to your GPU's settings instead.

@NUTMEGMAX

So you really wanna give some guy you literally know zero about access to your PC to try to get a game running that obviously has higher minimum requirements than your laptopt with its entry level notebook GPU (with only 4GB of VRAM) can support?

Dude, this game (port of the +2070 current consoles version) will always run bad on your system and will result in a bad experience for you and whoever you are playing against.
