Working PHX Traffic Signals

Quality of life script that brings back life into the PHX traffic lights that became unfunctional with the gmod 13 update.
They will have wiremod support (a prop, yes), and will begin functioning eventually after they were spawned.
The lights will stay 50 seconds red and 50 seconds green, using the EU switching format.

Mappers can also use those but it requires the addon and the props have to be prop_physics, prop_dynamic or prop_dynamic_override. No more using logic_timer entities!
