Report a translation problem
Go to the RimWorld directory, open Data/Core/Defs/FactionDefs/Factions_Misc.xml, and you can see how the base factions are designed. FactionDef/disallowedMemes allows you to choose what isn't allowed for the faction, and FactionDef/requiredMemes lets you choose Memes that are always used with your faction. There is also FactionDef/allowedMemes, which sounds like it whitelists memes, and disallowing others, but I haven't tested to confirm. Each Meme is listed in <li> tags, and uses MayRequire="Ludeon.RimWorld.Ideology" inside the tag to make it not load w/o Ideology. If you want your mod to require Ideology, make sure to include that in the Mod Metadata.

Another possibility is that you're using the xenotype that can't do combat, and pawns don't generate for combat if they would be incapable of fighting, but I'm guessing it's more likely that a mod is causing the problem.
