A new form of government has been established called "The Board Of Development" wich is formed of several development directors. The lead development director has taken it upon himself to stabilize a new unstable region,this should be easy with all his new initatives....right? Also,you have to clear out a very specific insurgent controlled zone that is very hard to take over due to fortifications in order to achieve peace....can you win?
