This guide should be read June 5th(ingame) and onward. Potential spoilers follow

Introduction
On June 5th, after meeting up discussing Madarame's press conference, Ryuji will ask if you have time to go to a Darts and Billiards lounge in Kichijoji.


After agreeing with him, and navigating the Labyrinthian-Japanese transit system, you will finally arrive at Kichijoji. Once you're done exploring Kichijoji's vibrant atmosphere, you will eventually arrive at Penguin Sniper Darts & Billiards.



Darts
It is highly recommended you save your game right outside the lounge. This is incase you need to soft reset in order to get different teammates to show up, and partner with!

Inside Penguin Sniper you can play 2 games, Darts or Billiards(wild, I know), each game cost ¥800 each. Playing Darts will level up your Baton Pass rank, and whoever you are currently partnered up with, and give the following benefits, up to a maximum of 3 levels.

There are also items you can buy that will help you, such as the "Dart Set" from the Shibuya Underground Mall, or the book "Learn Pro Darts" from the Shinjuku bookstore. These make the dart game easier.

Darts Encouragement

Note, you cannot Baton Pass to Futaba, but you can still play Darts with her to gain confidant points

You should aim to make the remaining score between 1 - 20 by round 3, to make sure your partner can finish the game. During turn 4 of the game(your partners 2nd turn), your partner will ask for encouragement. Providing the correct response will make your partner win the game. The correct answers per confidant are as follows:

Misc info.
  • For Darts, depending on your current Baton Pass rank, you may play more difficult varieties of 301, such as 501 or 701 if you're playing with Akechi, or with a partner that is already Baton Pass Rank 3
  • You gain more Proficiency points on rainy days, and when you play 701.
  • Baton Pass levels(and Technical levels from Billiards) do not transfer to NG+.
  • If you do not have enough cash to use the trains to get to Kichijoji, Morgana will give you money from his personal "secret stash".

@BlindCoyoteGod No, Akechi only plays 701, and has no finishing phrase.
