Maybe the DLL is not loading correctly (DXVK is not officially supported on Windows). Works fine for me on Linux.
See https://github.com/doitsujin/dxvk/wiki/Windows for troubleshooting steps.

> LEGO City Undercover: Worked around a game issue that would cause the intro video to be broken. (#4997, PR #5000)
No need to create dxvk.conf and add the option anymore. You can remove it if you had it. You only need to install DXVK version 2.7 and you're good to go!
To use the latest DXVK without issues, create a file name "dxvk.conf" next to the game's executable and type:
"d3d11.disableDirectImageMapping = True"
(without quotes)
This fix will be present in a later version of DXVK (2.6.3 or 2.7); watch out for the release notes. But for now that's what we can do to use DXVK properly.
Version 2.5 onwards has a bug that causes the green cutscene bug again: https://github.com/doitsujin/dxvk/issues/4997
