Enables the Order of the Spade at the Brotherhood of Steel Lost Hills Bunker.

Ever wondered why it took 500 people two months to set up a workbench in an already established room in your bunker? Ever wondered why some of those 500 people died from setting up your workshops when your entire faction's identity is all about wearing indestructible power armor?

Never fear! Elder Sarge has established the Order of the Spade. Now it takes less people, less time, at less risk to make the Lost Hills Bunker Great Again. A highly skilled group of power armor clad construction workers gets to work in your bunker so your Paladins can get out there to subjugate the wasteland and stomp out the nefarious NCR.

Re"balances" the political power and manpower costs, as well the duration and amount of manpower returned when interacting with the Lost Hills bunker system.
