what you could do is make one for a base game Hearts of Iron 4 which you could have a couple islands and states can get statehood, this is my recommended list for the states that could get statehood
Cuba
DC
Haiti
Dominican Republic (or the player can select to uniting them into the state of Hispaniola with Haiti)
Bahamas
Greenland
Canada or all Canadian States (player's decision)
Baja California (Player can just United with California)
Sonora
Chihuahua
Nuevo Leon
Tamaulipas
American Samoa
Guam
Northern Mariana Islands
United States Virgin Islands
those are some ideas for territories that you could become states with the new mod. You don't need to add all of them, but you can add some and then update it with some others later. it would be better if you did this for the base game instead of just Millennium Dawn, same with this mod you should add a version that's just for base game.

How is it impossible? There's a mod for base HOI4 that allows you to do it for all possible states.

maybe it could be done for canada and mexico but making it for any conquered province is straight up impossible

A mod that gives statehood to each conquered province would be more useful
