@Seables But you should go to the forum first. Or Google it in general. If game specific, try to reverify the game by right clicking on the game in your library tab and clicking on Properties and then Local Files and Verify Integrity of game files. If all else fails there is a config.cfg file under cfg under ahl2 when Browsing Local Files from right clicking the game and using the Manage tab. But I can not open that file, assuming I need a special app which I wont be downloading and you may screw up your game if you messed with it. I honestly can not offer any better assistance.

@Seables I can not really help you with that, unfortunately. But is it just this game or all games or everything having to do with the tilde key outside of Steam, as that makes a big difference in approach to fixing it. I suggest asking in Community Discussions under Helps and Tips in Steam. You may have multiple language keyboard layouts and need to get back to English or what ever it was from the factory. You can try holding Alt and then press Shift to switch, if you even have other layouts downloaded. Or you may need to go into your options under keyboards. Some laptops or keyboards you may have to hold one key like FN while pressing the tilde key or maybe Shift. You may simply need to restart your computer.
