while this poster is on ad, basically on the way to get the hat, keep going up, u will eventually come to an area top of the stairs with enemies and a lone wooden tri platform, said chest is after u falll down a hole in floor in the corner, enemies will apear, chest has wind updgrade, also theres a spere u can aim/flashlight to light up before moving on
