To answer your question:
That folder is for system data for NT. In rare cases it will get corrupted, thus preventing the game from launching/running correctly.
Deleting the folder will cause NT to make a fresh one next time you try to launch the game.
"b) If you don't get an error, delete the folder "DISSIDIA FINAL FANTASY NT Free Edition" in: C:\Users\<user>\Documents\My Games"
