the game doesnt start or crashes instantly because games for windows live is attached to it
in case u didnt know it shut down in 2020 and lots of steam games became unplayable (E.G gta 4)

capcom hasn't removed the need for games for windows live so a lot of windows 10 players cant play the game

go to this epic guide here and download the patch and install it, you'll get some bug fixes with it too, (e.g crane majini not spawning)
