Idk what the reason for a complete reload of the game could even be, it makes no sense to me why it does this - eighter it has established a connection and then starts to load the lobby/map, or it breaks up the process and just stays where it is - i mean, they clearly don't unload the game while in the serverbrowser, so if establishing a connection fails there hasn't anything to be reloaded!)
But to be fair, Valve might not be much of a help if it comes to implementing issues - and it kinda puts Ghost Ship Games or even Coffee Stain Studios in a worse light, both could afford their own Servers to manage a P2P game! - especially at that revenue they made with DRG!
Both are not obligated to cheap out on this by using Valves service.
