Added Victory Points for Western Europe

Didn't edit states files,compatible with other mods



Added 40 cities for germany, 46 cities for france, 15 cities for italy, 1 citiy for switzerland, 2 cities for holland(netherlands), 7 cities for czech, and 4 cities for austria.

I'm not a historian or a geographer,this mod is just to make the war get longer

Old saves plz use the console enter event weuvp.1 to add victory points

为德国增加了40个城市,法国46个城市,意大利15个城市,瑞士1个城市,荷兰2个城市,捷克7个城市,奥地利4个城市
