[SBV] Quality Sensitive Psychic Foil Helmets

Makes the psychic sensitivity offset of Psychic Foil Helmets scale with Quality! Make your pawns totally immune to psychic drones and many psycasts!

Vanilla psychic foil helmet have quality, but it has no effect on their psychic sensitivity offset. A legendary tin foil hat is just as effective at stopping psychic drones an awful one and still won't stop a bullet. It does for some reason cost 10x as much though.

This mod finally justifies that price by scaling the psychic sensitivity offset with the helmets' quality in the same way the Eltex helmet does. Quality now matters - a normal quality helmet is now enough to make a normal pawn totally psychically deaf and even a psychically hypersensitive pawn can be made deaf if you seek out a rare legendary psyfoil helmet.
