give special ability to steam tank. now its perfect vigor, very high firearm resistance, and more melee defense.

and some stat change, like add explosive damage to cannonball.

well, 2.3 patch give perfect vigor to steam tank, so i decide give charge reflection instead.

this causes all my units, not just steam tanks, to start battles tired/exhausted . It does not make any of my steam tanks tireless. Also it apparently ruins the game save if I try to play with this unsubed.
