OWB Better BoS Portraits

I didn't really like that when playing as a BoS nation you hardly ever got commanders/generals with power armor so I decided to change the generic portraits so you are garenteed to either get a general in T-51 or T-60 (I wanted to use T-45 but I couldn't find any good images that weren't screenshots from fo4/3.) This should be compatible with every other submod unless they also edit the generic bos portraits but so far I haven't seen anything else that changes them.

Its also important to note that this is the first mod I've released so there may be bugs. Please notify me if you encounter any and I will attempt to fix them.
