Alright, first thing's first. You need to be a girl, If you aren't, skip down to the next section where I address the boys.

1a. Now that we've established that you're a girl, you're going to have to genetically modify your DNA so you will have cat ears and a tail. These two components are NOT the only things that make a catgirl a catgirl, so make sure you read the ENTIRE list of steps after you grow your ears and tail.

1b. To genetically modify your DNA you're going to have to be a cat. Acting like a cat, eating like a cat, sleeping like a cat, and meowing like a cat. Doing these things will slowly turn you into a cat.

2. Once you've developed your cat ears and tail you need to find the cutest outfit you can possibly get your little paws on. Preferably something with pastel colors or dark colors, and frills all around. Note: Skirts or Dresses are MANDATORY! No pants!

3. After you get dressed in your catgirl attire it's time to go out into the world and be what you've always want to be, a Catgirl!

Alright guys, it's hard for us to be Catgirls since we aren't female, so there's a few workarounds we have to do:

1. Become feminine. This step is really the hardest part, filling out your wardrobe with girly clothing and feminine accessory products is very VERY expensive. Especially if your only end-goal is becoming a catgirl. Some guys also prefer to take estrogen hormones for this step as well, but it is NOT required for completing the steps in my guide.

2. Now that you've completely replaced all of you're clothing with girl's clothing and became femboy, you can finally start the process of turning yourself into a cat. You'll need to act like a cat, eat like a cat, etc. and over time you should develop cat ears and a tail.

3. Now go open that closet of your's and pick out the cutest outfit you can muster. Since you're not used to picking out outfits this early into your new life as a catgirl you'll need these things:

Cute feminine undergarments
A dress/skirt
Tights (preferred)
Heels/platform shoes (and socks if you're not wearing tights)
And lastly make-up to complete the look

4. After you've gathered these things listed, (it's only the bare minimum, I recommend adding any cute items and clothing you can find) you can put them on and finally become the Catgirl you were meant to be!

Wondering what you can do now that you're a catgirl? There's a TON of things you can do, such as:

Meowing at people and getting called cute names
People will feed you for each meal
Headpats
Belly rubs
The food is basically free

Not much else needs to be said, these things are really all you need to live as a free, independently thinking catgirl.
