Yes, you need the Mass Transit DLC. If you don't have it, Steam should have shown it to you when you tried to subscribe to Monorailstation over any road - freely placeable .
And as I said: with TM:PE you can only change the speed of the monorail tracks in my opinion.

You can set the speed of the monorail track with TM:PE. I don't know what else you can set with TM:PE on a monorail station. But maybe I don't know all functions of TM:PE yet.
