Description
增加了一个海军精神，效果是能够增加50%的海军改装速度和50%的海军舰船维修速度，我的战列舰不准在船坞打瞌睡！
AI不会使用这个海军精神
Added a navy spirits to increase the speed of repair and refit ship.Don't let your battleship sleep in the dock!
AI won't use it.

应该把equipment_conversion_speed 改成 refit_speed，第二个才是改装船只的，第一个是改装备的
