This deck was made for EE, not DE. I come from a group that played EE exclusively, so that's what I made the deck for, and that's what the terminology was centered around.
Additionally, there are a few heroes in base game + cauldron that have passives. There is a precedent for it. And I don't personally like to ascribe to the idea that a deck must be X.
Sorry you didn't enjoy the deck.
Also, I see this was made this year, but it's clearly designed around the old version of the system instead of the new Definitive Edition version. "Equipment" should be changed to "Item".
Very fun concept, but this reads more like a Villain deck than a Hero deck. Would need massive tweaking to be in line with standard gameplay.
