Faster Federations & Galactic Community

Speeds up a number of time-based things concerning Federations, the Galactic Community, and Subjects.

Something of an unofficial update to Tweaked Community ( https://steamproxy.net/sharedfiles/filedetails/?id=2026862680 ), but this mod doesn't do exactly the same stuff, plus does a few other things (subject integration is also faster, for instance).
