Legacy backup of Exigency for 3.3.4/Libra

This is technically a "final" version of the Libra version of the mod, including the new Astral Obsession civic and an Origin rework of Manufactured Species.

This mod includes an edit to the can_species_be_assembled game rule so that Manufactured Species gets its old functionality back. I'm yet to decide whether the main mod will include this due to the compatibility issues it raises, but it does mean the pop assembly bonus lets you grow your Manufactured Species from day 1 instead of having to wait for Clone Vats
